I believe that the "wikimedia:" was used as the interwiki prefix for the Wikimedia Foundation official site. If you believe it needs to be a full URL, http://wikimediafoundation.org/wiki/Donate would probably work. (I assume.)

As you can see from Cary's initial statement, he said the "default text", as in for non-English projects that do not have local sysops or a local translation yet.

Cary Bass is an employee of the Wikimedia Foundation, the Volunteer Coordinator, (as illustrated by his @wikimedia.org e-mail address) and I believe he was requesting this to assist in the Fundation's annual fundraiser. I do not think he needs a community discussion for this (I may be wrong, though).
