Whitelist @mxn on zuul.yaml so his patches can be CI-tested

@mxn and me are working on the wikimedia/portals repo on gerrit. It happens that I have to trigger the jenkins tests either rebasing the patch or writting "recheck". I don't remember if it was always like this or just happens to Mxn's patches. I'd like jenkins tests to be run on every patch set uploaded to such repo. For an example you can see https://gerrit.wikimedia.org/r/#/c/297248, where I had to rebase the change in order to trigger jenkins-bot, or https://gerrit.wikimedia.org/r/#/c/296441/. Thank you.

Okay, I think I now see the problem. I've checked the layout.yaml (https://phabricator.wikimedia.org/diffusion/CICF/browse/master/zuul/layout.yaml) on rCICF file and I see that @mxn isn't on any list there. On the other hand, we do have wikimedia/portals. I thought that at least check was run on all patches uploaded without the need to be added to any list. To fix this, I request that Mxn be added to the check and also to the test lists as a long-term trusted Wikimedia contributor. Thank you.
