Create a Wikimedia override for MediaWiki:Delete-toobig

Description

Deletion of pages with more than five thousand revisions is restricted to users with the 'bigdelete' user right for site-safety reasons. It sometimes happens that local administrators attempt to delete a page like that, and the message don't guide them on what to do or who to contact if they want the page deleted. As such, I think that we should create a Wikimedia override in WikimediaMessages that pointed users to Meta so they could reach the stewards, which have the right in their global group. As such I'd propose a message like this (comments and amendments welcome):

This page has a large edit history, over $1 {{PLURAL:$1|revision|revisions}}.
Deletion of such pages has been restricted to prevent accidental disruption of {{SITENAME}}. 
Please contact the [[m:Special:MyLanguage/Stewards|stewards]] at [[m:Steward requests/Miscellaneous|Steward requests/Miscellaneous]] to request the deletion of this page.

For the last bigdelete I handled it took the community one year to figure out who to contact to get this done (unless I'm mistaken with the course of the discussion, but timestamps go from 2015 onwards) (T139569)

It's ok to do this, though of course it would be nicer to address the root problem directly, e.g. reduce the need for steward intervention.
