Deletion of pages with more than five thousand revisions is restricted to users with the 'bigdelete' user right for site-safety reasons. It sometimes happens that local administrators attempt to delete a page like that, and the message don't guide them on what to do or who to contact if they want the page deleted. As such, I think that we should create a Wikimedia override in WikimediaMessages that pointed users to Meta so they could reach the stewards, which have the right in their global group. As such I'd propose a message like this (comments and amendments welcome):
This page has a large edit history, over $1 {{PLURAL:$1|revision|revisions}}. Deletion of such pages has been restricted to prevent accidental disruption of {{SITENAME}}. Please contact the [[m:Special:MyLanguage/Stewards|stewards]] at [[m:Steward requests/Miscellaneous|Steward requests/Miscellaneous]] to request the deletion of this page.
