Recategorization configuration accepts inline wildcards

Description

The basic case of wildcards is already supported, so this task now refers to in-line wildcards.

Recat use case: There is a lot of junk in the iOS backlog project that can't be declined but shouldn't be tracked, either. Simply putting it at the bottom of the recat file (above PhlogOther), in order to capture anything that isn't in a tracked project, is not enough. iOS uses "release" projects, which will never have junk tasks in them. It would be easier to use a wildcard like

20,True,Uncategorized (No Tracking Project Tagged),iOS-app-v5%

where % is the wildcard indicator.

I narrowed this down, since the technical work for doing this in scope vs in recat is different. I moved the scope use case to T139813: Phlogiston can learn about new projects in a scope without manual updating. as a possible solution.

Judged lower-priority than the Phate of Phlogiston tasks and so removed from the Team-Practices backlog. @MBinder_WMF, is this okay or are these higher priority?
