We currently prevent moving pages into, out of, or inside all entity namespaces. That is correct if all pages in those namespaces are actually entities. If however there were already pages in a namespaces that became an entity namespace later, such pages would still be in the entity namespace, and it would be useful to be able to move them. This commonly happens at least for the Main_Page when installing Wikibase with Items in the main namespace).
