With recent changes, many bugs with very few dependencies don't show dependencies at all, because some dependencies are in tracking bugs, pulling in an enormous graph of other, completely unrelated dependencies that hits the cap. Random example: T126641. We need to kill tracking bugs with fire ASAP.

This is nothing to do with overuse, it a local patch we introduced instead of reverting to a version to phab that works pending a upstream fix that only disables the graph (which they have now done)
