Do we want to remove any empty sections, or only stadard ones (External links, References, etc.)? Removing *any* empty section might be problematic on small wikis, where may exist some kind of consensus to keep such sections.

cosmetic_changes sometimes have exceptions added for specific wikis which do not want the change.
My guess is most wikis wont have a problem with this cosmetic change. Lets try it and see who complains?
