Currently, the counter for unread notifications on Special:Notifications page includes pageless notifications (changes of user rights, emails etc) in the overall count, but does not list them.

Implications:

1. It makes an impression that the counter is incorrect
2. It does not provide an easy access to such notifications whereas the notifications do have some info

The screenshot shows the overall count as 7, but only six notifications are listed.

This screenshot shows a more dramatic count due to many emails and educational notifications
