Warn when using recent dates for historical images (PD-old etc.)

Many historical images use upload date instead of creation date. If user uses licenses under "The copyright has definitely expired in the USA", "This work was made by the United States government", or "Another reason not mentioned above" than there should be a warning if user tries to use today's date.

This only applies to wikis using UploadWizard (Commons and Romanian
Wikipedia), and only to a small subset of users who upload these
historical images. I'm not sure if it's important enough for
User-notice / Tech News. I already announced it on Commons.

This was in Tech News draft as "On MediaViewer, creation date will be displayed instead of upload date", which is wrong in every way, so I removed it. This is about UploadWizard and is about a warning when uploading a file. Ping me on IRC if you really want to include this (although as I wrote, I don't think it should be) and I'll write an entry to add back.
