Split off T129363: Pagination for the Notification Page

The original prototype - http://pauginer.github.io/prototypes/notifications/notification-page/index.html:
Currently, the tabs and 'Mark as read' are bolded, but pagination labels are not.

In the original design, it's vice versa - the tabs and 'Mark as read' are not bolded and pagination labels are bold, which is illustrated in the screenshot below:

For the button and button groups we want to use the standard components which are currently using bold text.
We can revisit the standard components as part of UI-Standardization efforts if needed.

@Etonkovidova Thanks, good catch! All those tabs and buttons (”Mark as unread“) are normally set bold in our https://doc.wikimedia.org/oojs-ui/master/demos/#widgets-mediawiki-ltr library.
From my perspective they should be bold.

We're using the standard OOUI styling for the buttons in any case, so they are bolded.

@Pginer-WMF it seems your initial design had these buttons as non bolded, but I'm not sure if that's a purposeful change. Should we specifically change these for Echo, or continue with standard OOUI's design spec?

Let's keep the OOUI style since it meets the general design guidelines in that regard (and should reflect changes in the future if any).
