Include in Special:ListUsers a link to Special:UserRights for every listed user

Description

It would be useful that a specific link to Special:UserRights was included for every user name listed on Special:ListUsers so that user rights could be updated more easily.

For example, this...

User1 (talk | contribs | block) (Created on 8 April 2014 at 04:18)

... could become...

User1 (talk | contribs | rights | block) (Created on 8 April 2014 at 04:18)

Only administrators and bureaucrats would see this new link (as it happens with "block").

It would be best if this button was shown to everyone who has the ability to add or remove specific user rights, because on some wikis it's not just admins and bureaucrats who can do this.
