Investigation: Programs Dashboard: Close modals by clicking outside the box

Description

Making this into an investigation task -- If this ends up being crazy hard and involves a ton of refactoring, then we can move on without it.

On the Programs Dashboard, when you click on a purple button and open a modal, you can't close the modal by clicking outside of it, as seen on every other web page. You have to click the purple button again to close it.

Examples:

Overview page -- under Details, the modals that open with the + icon

Editors page -- + icons on the main table. Participation button. Under Assign Articles, there's more + icons, Assign an article button, Assign a review button.

Articles page -- Add an available article

This is essentially the same issue as https://github.com/WikiEducationFoundation/WikiEduDashboard/issues/648
We want all the popovers like this to close with a click outside, but it may require some significant refactoring of how we handle the open/closed state of these modals.
