When clicking on the TOC subheading parent sections should be expanded

Description

As happened in T95122 (initial situation solved due to FF bug resolved), when you have collapsed sections (manually for example) and go up and click on a sub heading on of that top level heading, the page will focus on the top level section, without expanding.

Story

As a user, when clicking on a subsection link on the table of contents I want to see the content of the subsection in my screen so I can see what I want to read.

Steps

Visit https://en.m.wikipedia.org/wiki/USB on tablet
Collapse History section
Go to TOC at the top
Click a subheading of history e.g. USB 3.1

AC

Page should focus on USB 3.1
Parent section History and Version history should be open
