The message there claims that this is a workaround for T38975 in 1.19 and 1.20 -- but that bug is long closed and the current version only supports registration.

This skin is in WMF tracking but there doesn't seem to be a project associated with it, nor does the skin's maintainer have a Phabricator account. So, apologies if this is the wrong place to ask.
