Description

As first noticed on Commons talk:Monuments database/Statistics#Missing french monuments we seem to have dropped a lot of the french monuments.

A quick look at the logs reveals:

ERROR: Unknown error occurred when processing country fr in lang fr
(1054, "Unknown column 'd\xc3\xa9partement' in 'field list'")

Likely due to dest not being ascii. Will put together a patch.
