Move WikiApiary mailing list to WMF

Description

Jamie is unloading his WikiApiary assets and has asked me to help him move the mailing list. I would like to move the subscriber list to lists.wikimedia.org.

I'm going to be working with the MediaWiki Stakeholders to move other bits of WikiApiary.

(Assigning to @Dzahn since I think he is the point person for mailing lists.)

Event Timeline

For reference this mailing list has about 25 members and has 0-20 messages a month.

The list will probably need to be created and then individual members asked to resign up (via emails to the old mailing list).

Although I'm not sure about the scope creep of only hosting the mailing list unless their are wider plans for the WMF to adopt the wikiapiary project as a whole.

I can do this, but I'm not a point person for mailing lists. We have a group approach where everybody has the same access and we rotate who is on duty.

We are hoping to move WikiApiary to WMFlabs, so there should be less
scope creep than otherwise.

@MarkAHershberger you should have received mail with a generated password to login as admin on the new list. please set the "a terse phrase" field that ends up in the Description on column on https://lists.wikimedia.org/mailman/listinfo

FYI I sent a list of current subscribers to @MarkAHershberger so he should be able to populate the list.
