The Python module Phabricator was already packaged in our repository for Ubuntu Trusty in it's 0.4.0 version.
I has not been ported to Debian Jessie and as a result the phab_epipe.py would not work on phab2001.
Moreover in the parent task T142085 it is needed for the Icinga host, currently on precise.

python-phabricator (0.6.1-1) has been backported from Debian Stretch into both jessie-wikimedia and precise-wikimedia repositories.
