RevisionSlider: A strange apostrophe on Hebrew dates

Description

In Hebrew we use to write the shorten month format with an apostrophe.

For example, Aug is translated by 'אוג (note the apostrophe at the end of the word).

However, the RevisionSlider popup shows a different kind of apostrophe. It uses אוג׳ instead of 'אוג (note that the apostrophe is different).

I don't understand why the RevisionSlider uses the wrong apostrophe, because the shorten month format is translated with the correct apostrophe on translatewiki.net. For example: MediaWiki:Aug/he

For short, the RevisionSlider should not use a different apostrophe for Hebrew. It should use the common ' instead of the unacceptable ׳ .

As discussed in T141167#2536187 the apostrophe displayed currently is coming from moment.js. There does not seem there is much we can do about it.
However, the problem with apostrophe in the month name should be gone if we decide to use LLL format with full name in genitive (at least at a glance full month names in does not seem to have this apostrophe, see https://phabricator.wikimedia.org/diffusion/MW/browse/master/resources/lib/moment/locale/he.js;f554da8a4c94b3a4a1b1d788b26c69582bf45a75$17).

As full Hebrew month names are being used now this problem should be gone, right?

This is indeed resolved, but now we have a different issue with the date and time. I've reported it on T144262.
