That needs admin rights which in turn means we should make someone admin immediately. Am I right?

You're right.

The best is to start a discussion on your village pump to nominate admins for a short delay, like three or six months. Then, they'll be able to reconfirm their status when the community will be more organized.

I'd expect that when a new Wikipedia is created, also at least one admin would get defined. But I do not know the creation process.

No, we create only the wiki, with groups empty. Community has then the responsibility to nominate their admins and stewards the responsibility to promote them. Deployment isn't involved with user/groups management, that's the mandate of stewards.

So, technically, all stewards have the technical access and the social responsibility to promote users into all group in all public wikis. The page to do so is https://meta.wikimedia.org/wiki/Steward_requests/Permissions.
