I will track this issue here and post again if it happens again to me or others. I am claiming this task for now just so no one else feels like they need to add it to their workloads yet, but someone else can claim the task if they wish.

Note that I did receive an email about a change on my ENWP talk page so perhaps the problem is specific to Meta. I have checked my Meta settings and verified that email notifications are enabled for talk page messages.

By default, users do not receive notifications for minor edits.
However, on Meta, you can opt in to these at https://meta.wikimedia.org/wiki/Special:Preferences#mw-prefsection-personal , with the option "Email me also for minor edits of pages and files".
You'll note that on most wikis (specifically, every wiki except this list), you won't even see that option.
Users on the other wikis never receive notifications for minor edits (there is no preference override). I don't think this part really makes sense, filed T142727: Set $wgEnotifMinorEdits true throughout WMF, and instead use $wgDefaultUserOptions['enotifminoredits'].
