Create ContentTranslation entrypoint to create article from ArticlePlaceholder

Description

ArticlePlaceholder provides way to create new article. ContentTranslation also allows to translate from existing article from any language. It would be nice if ArticlePlaceholder club ContentTranslation's dialog (or any other way) to translate from existing article instead of new article from scratch.

We are continuing to work on improving it based on the feedback we've gotten so far from the projects that already have it. This includes layout fixes, making it possible to translate an article from another language using the ContentTranslation tool and getting them to show up in search engine results.
