Maybe merge, and edit the description. It depends on how @Lydia_Pintscher considers the two tasks to solve that as a separate or not.
I don't think it should be excluded entirely. Statements can differ through references/qualifiers/ranks.
A bot currently eliminates duplicates that aren't useful.
Yeah we can not prevent it because there are valid cases to do it. The only thing we can do is to make it more obvious. So I think it is the same as the other ticket and I'll merge it.
