Install Helm on Kubernetes

Description

Helm is a configurations template system for Kubernetes which makes writing deployment scripts for Kubernetes easier using "charts". As being officially support on Kubernetes project, I think it would be nice to consider installing it on tools users' kubernetes. In a very basic sense, it basically needs someone with enough privilege issue "helm init" and it installs tiller on kubernetes so helm client can be used from limited namespaces. This and the next section is its automated building script of its cli tool.

We restrict the containers you can use to only a whitelisted set on our own registry that we build - do you think helm will still be useful?

Honestly, I didn't know that when I filed this bug. If the situation is like that no one is defining any custom RS/RC/deployment/service/pods, putting helm certainly adds no value but if anyone is interested on defining custom definitions, it can be useful thing I believe.

With more thinking now I believe helm is not very suited for wmflabs.
