Currently, Wikidata JSON export format is unversioned. As we make changes to it, and expect more changes/additions, I think it would make sense to introduce a version property on the format.

We can either follow SemVer for version semantics or invent our own.

This will allow tools to know that they are dealing with format they are familiar (or unfamiliar) with, and to interpret archived JSON dumps properly.
