[Regression] VE is no longer enabled in some non-canonical namespaces

Description

I just noticed VE is not enabled in draft namespace in hewiki.
This seems to be a regression due to:
https://gerrit.wikimedia.org/r/#/c/296673/

This is since Draft namespace doesn't have canonical name and at least for hewiki it is defined only by its Hebrew name.

Possible solutions

  1. Revert the change for now
  2. Validate that all the changes from magical numbers to canonical names are correct / add the relevant canonical names
