A strong case was made on the Portal Talk page to increase the visibility of regional languages on the portal:

Showing languages based on location would improve the portals localization and increase the visibility of smaller wikis.
Below is a screenshot of what this could look like.
(suggested languages for a user based in Poland)
This sounds / looks good to do an A/B test on!
I'd like the wording to be a bit different though, something like:
popular languages in your region
and could reference this page for determining which languages to use: http://www.unicode.org/cldr/charts/latest/supplemental/territory_language_information.html
