@NahidSultan The list has been created. You should have received automatic mail from mailman with a random initial password to login as list admin.
All values are default except i set the description field to "Wikimedia South Asian Association for Regional Cooperation". All other config is up to you to check and change as appropriate.
Since there is just one admin password to be shared among all admins, please add the second admin you suggested so he is shown as "list run by" and share the password with him.
