Do these "resolve topic" actions happen on the same page (Flow board), or on different pages? We typically only create bundles for notifications that are both of the same type and related to the same page/topic/something.

If these were from different boards, then I don't think bundling is the answer. The solution might be something that we discussed pretty seriously, which was filtering by notification type. So you could filter by the category on the special page, and then go through and mark that isolated list as read. Would that be of interest?

For me and for now, the same page will be good enough, because I have less than 10 flow boards watched. In the future and for all, filtering is very good idea. And if filtering will be online close enough, say in next 3 months, I can just withdraw this task.
