Upgrade cr1-esams & cr2-knams to JunOS 13.3

Description

Now that cr1/cr2-eqiad are running a newer JunOS, and now that we have a secondary link that offers us protection from a cr2-knams failure, cr1-esams & cr2-knams should be upgraded from JunOS 12.3 to 13.3. These, along with the two ulsfo routers, are the only non-13.3 MX routers in our network.
