Right now we paginate notifications by (notification_timestamp, notification_event), but @SBisson suggests we should instead paginate by notification_event. Event IDs should be in timestamp order anyway. That'll make the pagination logic simpler, and should mean we won't need notification_timestamp in the indexes used for pagination.
