Introduce a static map page as a non-JS support for maplinks

Description

In order to deploy to Wikipedias, we need to support maplinks for users who do not have JavaScript enabled in their browsers.

As a first step, we want to provide a static page fallback that displays a map with a marker at the coordinates defined in the <maplink> attributes.

Later, we'd like to generate and display a better snapshot of the map, including the features defined by the inlined GeoJSON.

We're thinking of renaming "Minimap" by "GeoCoordinates".
