Patch to add "query" to meta-userinfo

The userinfo query doesn't behave like siteinfo, in that it doesn't wrap the result in an extra "query" tag. This makes creating a standard method of retrieval a little harder. I added the "query" to the builder so they match. I've also submitted a patch reflecting this one-line change.
