I highly doubt that the user is that technical to do that. But let me give it a try.

So...probably abusefilter should not run for deletion on move. And that error being thrown is not appropriate for a permissions error.

I wonder if 71e336981b5db53c9db614c18ee798863c3ded9c made this a bit worse.

Yes, the AbuseFilter needs to be fixed. AbuseFilter is a really powerful tool which is easy to mis-use, and which needs continuous updating, but yeah, ideally the code for moving a page should deal with this situation much more nicely and error neatly. Possibly something to consider when we re-write how that works with page editing?
