1. Resolve a topic (a topic has some comments)
2. Delete or suppress all comments from the resolved topic - the resolved topic will display misleading link-like-when-hover-over 'comments' and 'Be the first to comment!'

Note:
If comments are deleted/suppressed on un-resolved topics - 'comments' and `Be the first to comment!' are not displayed as links,

The link-like 'Be the first to comment!' is displayed to users who do do not have rights to see the info about deleted/suppressed comments.
