Undeploy RESTBaseUpdateJobs extension

Description

After transclusion updates were enabled in ChangeProp we don't need the RESTBaseUpdateJobs extension any more, so we can safely undeploy it. This means:

  • Undeploy RESTBaseUpdateJobs extension from wmf wikis
  • Remove it in vagrant
  • Mark the repo as deprecated.

This should be done a bit later, when we're completely certain ChangeProp works correctly.
