My advice:
- Facilitate translations by having informations concerning the context and the global meaning of the sentence that is ready for translation (qqq file)
- Have a limit on amount of translations that people have to translate. Avoid big pages, prefer small contents about a very specific topic
- Inform translators early about what is going on, with a schedule. We can also request help for translations on various wikis. That way, they can be ready to assist us.
- Maybe prioritize on fallback languages (en, zh, ru, fr, es, it, id, nl...) and, of course, welcome other languages.
We may have incoming translations incrementally. We will not upload everything manually. I've created a task to see if there is a way to T145069: Connect MediaWiki translation interface to Qualtrics.

This task seems to be about CE Insights 2016, hence closing as obsolete as it is 2019 now. Feel free to reopen this task if I misunderstood.
