In Urdu language, years i.e "2016" should be with year sign which occurs at the end like "2016ء".
Is it possible to change current format of year to above mentioned format? and in time parse function as well?

please add urdu letter "ء" with years and replace english comma ( , ) with urdu comma ( ، ).
