Yes. My thought is pretty much that they can easily be removed by any of the other maintainers if those are not the right user accounts.

For now, yes. Striker doesn't currently provide additional editing for the diffusion repo after it is initially created.

Some other maintainer can add their Phabricator account when it is created. Since this repo is currently a mirror of the gerrit master it doesn't seem urgent.
@JeanFred asked for the existing rTHER labs-tool-heritage Diffusion repository that is a mirror of the labs/tools/heritage gerrit repository to be connected to https://toolsadmin.wikimedia.org/tools/id/heritage as though the Diffusion repo had been created there initially.
The Tool Labs user "PierreSelim" is a maintainer of the heritage tool. I granted the @PierreSelim Phabricator account admin rights on rTHER on the unverified assumption that the account was indeed related to the Wikitech account of the same name.
