Then add as a member or watcher to the Project.

That is not a use case for Herald. Please see https://www.mediawiki.org/wiki/Phabricator/Help#Receiving_updates_and_notifications instead.

And if Herald should be used, you can create rule which will do this. But I do not recommand it.
