Link to user guide should follow locally chosen language

Description

Pointed out by a Tamil Wikipedia user.
When someone follows the link to the user guide from the toolbar, they probably want to read it in whatever language they have the interface in, rather than in the language they chose at mediawiki.org.

If we're going to link to User guide/LANGCODE, we need to know in advance if the guide has been translated into that language, otherwise they'll get a 404.

So the link is taken from a message 'visualeditor-help-link'. If you change that on TranslateWiki it should come through in the next release.

Currently we link to Special:MyLanguage which will use your preference language for MW.org. Unfortunately this will be unset for most people. I think it makes more sense to link directly to the /ta page, but really it should be using the user's interface language, not content language.
