Make "Top read" the default widget instead of "Continue reading" on 3D touch

Problem
3D touch on the app icon should act as a quick way to enter the app to engage with content.
Currently, "Continue reading" widget is the default widget on 3D touch, but it can often be either showing useless blank content (esp. as a first time user) or be providing a link to an article that could have been intentionally left unfinished due to lack of interest.

Solution
Update the default 3D touch widget to the 'Top read' article instead. This ensures (a) there is always an article show; and (b) users are able to quickly peek at novel content.

Event Timeline

Testing Criteria:

  1. On device running iOS 10 with 3D touch, touch the app icon firmly
  2. Ensure the widget that is shown below the available actions is the "Top Read" widget

Testing with iPhone 6S (iOS 10.0.1) and Wikipedia 5.2.0 (939). The widget that is shown is "Where You Left Off" not "Top Read."

Testing with iPhone 6S (iOS 10.0.1) and Wikipedia 5.2.1 (942) app. This is fixed as Top Read is default and content is present in the widget, even if swiping to widgets before fresh install in complete.
