Make sure filter settings for RC Page are bookmarkable

Description

Part of the spec for the RC Page filters is that filter settings should be bookmarkable. Please make sure all our new and old filter selections are adding query strings to the URL.

This was added through multiple fixes, and is enhanced in the upcoming highlights to include those as well.

Checked in betalabs - combination of "old filters" settings and new filters can be bookmarked.

Note: Since RC filters results depend on a user settings ( e.g. ORES beta features (currently), and other settings in Preferences-Recent changes), using some saved bookmarks without being logged-in won't give the same results, of course. In such cases, reduced set of results is displayed.
