Users affected by global IP (range)blocks think that their accounts have been (personally or directly) blocked. That causes confusion and upsetting in some cases. Most of the time, they are just collateral damage. We should clarify the Wikimedia overrides for globalblocking so that it's clear that it's their IP address it's blocked, not their accounts directly, plus mention a few appeal venues specific for Wikimedia.
Since most of those affected are because of proxy/VPN or iCloud Private Relay, perhaps adding some help links or guides they can try to before asking the stewards for a review would be helpful.
