The current messages, as they stand, seems to cause more confusion than information. Either at Meta or on OTRS, much of the requests for information we receive are because they think their accounts have been blocked. That causes them to be upset in some cases. We should clarify the messages to state that it's the IP or IP range they're using what has been blocked. Maybe we can consider creating WikimediaMessages with Wikimedia-specific information. Since I'm not a native English speaker, I prefer to leave suggestions on how to improve this message to those. Thanks.

For me they are clear. They don't seem clear for the dozens of complains we receive on Meta and OTRS from users who don't know why we've blocked them, and we should be informative towards those users. While we try to only block anonymous contributors, we sometimes need to hardblock IPs or IP ranges and that might affect registered users who don't understand why they're prevented from editting.
