Never mind, these were things I was only seeing because I had left my local install in a broken state. The tooltip worked just fine in Firefox and had a white background, it just didn't appear in Chrome.

Catrope renamed this task from "This topic has now been added to your watchlist" tooltip stopped appearing to "This topic has now been added to your watchlist" does not appear in Chrome.Sep 30 2016, 12:00 AM

Checked in betalabs - the popup after subscribing to a topic is displayed in Chrome, FF, and Safari.

Some notes on usability - very minor

  1. it's possible to see the tooltip popup "hiding" when a user is close to the end of the browser window and clicks on the star icon. But the star icon needs to be very close to the bottom of the displayed screen to make the popup display on the right side.

  1. in no-js mode the message to a user is not quite correct - it's a generic message that refers to a wikitext page added to the watchlist. Should we change it?

Regarding (2) : In no-js mode the message about removing/adding topics to watchlist refers to pages: "Add this page to your watchlist?"
Given that the page does not display the topic name, filed it as a minor bug T148542: [minor] no-js - Message about adding/removing topics to watchlist refers to topics as pages
