Looks fine to me; not empty at all.

Note that &action=purge would not clear an arbitrary action=raw URL.
Take great care when constructing raw action URLs to specify the exact caching options you require.

Seems this bug affected all Wikimedia wikis if was made edit in last 8-9 day.

Cannot reproduce. Are you logged in or out?

Possibly related: On dewiki, i don't get the translation for the message "categorytree-not-found", unless i create the message page. Other messages for CategoryTree do seem to work.
