It seems that the old ones like TPG-FY2016-17-Q1-Identify-Common-Pain were of type "component", but I think type "goal" would be more appropriate. See https://www.mediawiki.org/wiki/Phabricator/Project_management#Types_of_Projects.
Presumably a new set of Q2 tags resembling the Q1 tags like TPG-FY2016-17-Q1-Improve-Annual-Planning. Deciding on the exact names would be part of this task.

Sorry for the confusion. I forgot the technical terms. I think we're really creating "goal" projects, although I see the earlier ones look like "components". I'll update the title and description.
Done. I created them as components because that's the only option I see; perhaps additional rights are required to make Goals.

"Manage > Edit Details" does not allow to adjust Icon and Color for you? (Sounds more like Sprints than Goals to me)
I can change the icon and color...but now that our goals are more generalized, I'm not sure that goals (or sprints) are any better than components. They're probably fine as they are now.
