Unify scap2 and scap3

Description

There are several places in the scap code base where similar functionality is spread across scap2 and scap3. There are some paths within scap2 that can be combined. We should do that as a prerequisite for the move of config, MediaWiki, and extensions to scap3.

At this point it is unclear what exactly scap2 and scap3 mean so I'm declining this ticket.
