While an app is in development stage (not approved by an admin yet), only the owner can use it. This is impractical when multiple people want to work together to develop the app, the developer wants to run a usability test etc. It might make sense to allow users to opt in to use the not-yet-reviewed app. Such an opt-in process would have to be very scary to make sure users don't use it without understanding the security consequences.
