Please enable Vsual Editor in ru.wikipedia namespace 103 (Incubator Talk) end enable VE signature for namespace 103 (T53154).
Incubator is a small space where newcomers are trying to create the article. VE already enable in ns102 - its articles space, we would like to try it in the talk pages.

Just a note: We should enable by canonical name as opposed to numerical ID.

We do not make the visual editor available in talk namespaces, sorry. https://www.mediawiki.org/wiki/Flow#If_you_are_not_working_on_Flow.2C_will_the_visual_editor_be_enabled_on_talk_pages.3F

However, the new wikitext editor, which is the same look and feel as the visual editor and will be coming out as a beta feature soon, will eventually help newbie editors in this circumsstance.
