Description

I am editing an item that only has one statement (freebase identifier). I am trying to add a new statement and am not getting any suggestions. (e.g. "instance of" / P31 is not appearing)

Well, this is due to my T132839 workaround (T132839-Workarounds.sh in my home on terbium). In general the property suggester should probably resort to using $wgPropertySuggesterInitialSuggestions in case it can't find any correlations, yet.

This came up in the Data Quality Days: "I was fixing a few of the no p31/p279 items and I keep running into [this problem]"

I wonder if this will be fixed with @Martaannaj and co's new suggester.
